River of Deceit

How is it possible that an agency which is supposed to protect the environment and the people can cause a catastrophic event of this nature? This release of over 3 million gallons of toxic waste will cross over 4 states and an unknown amount of damage. All the while the west coast is in the greatest drought of its time. You would think you'd take greater precautions to protect a valued asset better than you did.
